Late 2004 and early 2005, the City of Chicago Department of Water Management, (Chicago Water Department) located at 4900 West Sunnyside Avenue was under a microscope by Amy Le, Staff Reporter of the Pioneer Press. A Chicago Water Department employee reported a very unsafe toxic condition which effects all of the construction yards in Chicago. Lime based material such as FA-6 and limestones cause many lung diseases. Today at the Central Yard, we had a very hot day which blew the dusts into our lungs and made many of us ill. One of the crushed limestone supplier's is Vulcan, with a yard near the Daley Bridgeport clout rich 11th Ward. Vulcan follows the rules by providing a mist to keep dust down. (See picture) When first news of investigation was exposed to Chicago Management, a laborer was outside hosing down the deadly dust, and in Chicago tradition the practice was stopped when the heat was off. ( By heat I mean Reporters and State of Illinois Inspectors) Again, Chicago, the phony Green City, please protect your City Workers lives with dust suppression. All deadly dusts should be controlled with Liqnosulfonate or Calcium Chloride, or if you wish to make Patrick McDonough happy use EK-35 the EPA choice for maxium protection. The piles of dusts on a cars after a long hard day of work are also in our lungs. Chicago is not a "Green City", not by a long shot. Ramon Caraballo and Patrick McDonough enjoy a chat after Ramon was featured in the front page of the Chicago Tribune on December 4, 2005. Ramon was fresh from testifying in the McDonough Residency Hearing. Ramon exposed much about the Mayor Daley's Hispanic Democratic Organization. The (H.D.O.) Chicago is awash in Mayor Daley's corruption. On July 30, 2006, Ramon was again on the front page of the Chicago Tribune exposing the Mayor Daley's Trading Services for votes. This still goes on to this day and shocking examples will unfold at McDonough vs. City of Chicago Federal Trial. Plain and simple, everything is for sale at Chicago City Government for a price. On July 25, 2006, Union Labor made their voice heard at Chicago City Hall. I cannot believe Mayor Daley fires Chicago City Workers for living outside the city lines when he has a suburban company pressure washing the City Hall Sidewalks. While I cannot understand for the life of me, people oppose a living wage increase in Chicago. No benefits means the Chicago Taxpayer pays for heath insurance when someone gets ill. Walmart lies are making me sick. You cannot live in Chicago with Mayor Daley's Sky high Taxes on the sub-human pay Walmart gives it's employees. Ask Daley's family law firm how much they charge Walmart to sell the companies lies. Daley is a disgrace on this issue. Photos by Patrick McDonough. On July 25, 2006, at 8:00 a.m. approximately 30 Central District Department of Water Management employees had a Safety Meeting. The meeting was about Back Safety. The speaker was Mr. Daniel Yim, a Chiropractic Physician at Chicago Neck & Back Institute. Daniel was asked to speak by Mark Holder, a Safety Department Boss. The film and instruction was first class and a start to many needed meetings. I compliment the Central District Leadership on this safety meeting. I asked Mr. Yim about the treatment of back injuries. Mr Yim said, half of the back injuries that have back surgery end up worse the before". I agree, many injuries are forced to surgery to "Make the numbers". Next Derwin K. Thrower a Safety Engineer answered my question about MERCY WORKS, the question raised all sorts of questions about the care City of Chicago Workers receive from that Clout Institution that is sent millions from high ranking catholic politicians. We know. Derwin did not seem anymore impressed than we were. I will not repeat his words. Water Management time to review Mercy Works and listen to your workers. Patrick McDonough.

One of the most happy go lucky laborers in the City of Chicago Department of Water Management is Jose Perez. Jose was always a pleasure to spend the day with and had a reputation as a fierce worker. Jose always spoke about his family. On July 25, 2006, I was alerted Jose was in the Resurrection Medical Center, room 431, bed two. When I arrived after work, a large and loving family was present, and Jose's beautiful wife was sobbing uncontrollably. We all held hands and said our Hail Mary and Our Father. I was so sad to see Jose in this condition. Mr. Perez was the picture of health and always perfectly kept. He attempted to get up, but returned to his chair. Not long ago Jose had a back Injury and was sent to Mercy works for Physical Therapy. On July 24, 2006, Jose a young man had a heart attack while at Physical Therapy? IS THIS THE WAY WE ALLOW CHICAGO CITY WORKERS TO BE TREATED? THIS IS AN OUTRAGE. Keep Mercy Works to insure OUR Doctors are treating us in the Taxpayers best interest. On February 2, 2004, Steven Rosado was injured while working for the City of Chicago Department of Water Management. Steven was always considered an asset to the department. After his major back surgery Steven developed nerve damage to his foot. Please call Steven at 1-773-366-9562 to ask how our fallen comrade is doing. I think after the complaints I have had of possible neglect by Mercy Works, it is time to bid the workman's compensation consulting and to leave the treatment out of the hands of Mercy Works. On July 22, 2006, "Deep Water" my custom Master Craft 230 VRS Ski Boat got a face lift. The stock 230 is fitted with a Clarion CD receiver and six speakers. I was embarrassed with such a small amount of amp's. I had Exclusive Automotive Centers on Route 12, Fox Lake Illinois 60020, make this a ear wax remover. On July 21, 2006, I was present when Ralph Cortez the Central District gave a demonstration in front of the new City of Chicago Department of Water Management Laborers. Ralph is the Caulker-in-Charge of the Day Hydrant Truck. Ralph was very professional and showed some tips on working safe. After, a demonstration was held by Claude Driver a Chicago Licensed Plumber that runs the Valve Truck. Claude showed the proper way to work the valves on and off. I hope more new City of Chicago Employees get the proper safety training. This should reduce the millions spent on injuries. Thanks also to Pete and Chief. Today I call the Inspector Generals Office to alert Chicago City Employees regarding the integrity of the Office. We can all agree that Chicago City Employees should be able to expect some confidence their identity will remain confidential if requested. At 11:05 a.m. on July 19, 2006, I talked to a Mr. Lugo, an employee of Chicago Inspector Generals Office and he confessed what I already knew... The Chicago Inspector General intake person has caller I.D. The Inspector General knows who is calling their 1-773-478-7799 number. I am glad Mr. Lugo admitted this and reassured me the numbers are used for the I.G.'s protection and not to call the complainant back. I have been on many television show, news stations, radio stations, and numerous newspapers. One great public citizen is Frank Avila, a lawyer that has come out against H.D.O., public waste and fraud in Chicago. When I was first in print I was referred to as "Deep Water", as I just gave up on the practises in Chicago City Government. Long before the everyone decided to become Whistleblower after the fact, Frank Avila and Patrick McDonough were in the forefront making the changes for better government. Long before whistleblowing was popular, Patrick McDonough said, "It is the duty of every public employee to report corruption". Later Supreme Court Justice Souter with refinement and elegance gave whistleblowing a boost by stating, "Any person in Government Service should put loyalty to the highest moral principles, and to country above loyalty to persons, party, or government department," and shall "expose corruption wherever discovered." Please remember to pull permits on all plumbing jobs in Chicago. There is no exception. Also all jobs must be inspected by a City of Chicago Plumbing Inspector. If you have any questions call City of Chicago 311 help line. Also insist on an Union Licensed Plumber. Call Plumber's Local 130 to get the training you need to be a professional. At the last Irish American Heritage Center Fund Raiser, a gentleman that portrayed himself as a staff photographer for the Chicago Tribune fell down the steps on the way home. Please be alerted some people attempt to be "Media Types", and they are not. The Media I.D. was returned to the Chicago Tribune Staff and judged to be a fake. Patrick McDonough arrived on a very deep and dangerous excavation in need of shoring (July 12, 2006). The Project is for Sergio & Banks. You know Alderman Banks nephew. The site was at 21 East and 19 East 26th Street right by the El tracks.
Upon arrival to make water main taps, The Plumbing Contractor had no shoring in the ditch. I alerted Paul Montes, who alerted Mr. LoVerde, the Central District Superintendent, and the contractor was ordered to install shoring. In only twenty minutes the ditch was shored and Mr. Angel Gonzalez, a highly respected District Foreman showed up to make sure everything was safe and sound. These were dangerous and difficult taps and the job was performed to perfection by Patrick McDonough, Chicago's greatest Plumber and John Hickey, Chicago's greatest laborer. The ditch was eight foot deep, but due to the shoring, and the skilled Chicago Employees, the job went complete in a safe and professional manner. That's how it done right!!! I hope we all know when Clout Lawyers and those lake Johnny Come Lately Snots like the Kochlefl's decide to come in and start trouble with a great tradition like the Lauderdale Lakes Aqua Skiers need a looking into by Media. Thank you to Chicago Fox News for helping get the story out. I also thank Ms. Black of the Chicago Tribune for the front page article 'The Battle of Don Jean Bay'. I also thank Mike Heine of the Janesville Gazette for telling the ski team side of the story. My wife a former member of the ski team, a Baywood Estate member, is totally for the Ski Team. I agree, and will look into some of the rats taking away good honest fun. The day after the Sorich trial ended with a Guilty Verdict, Patrick McDonough was at Chicago City Hall and found Mayor Daley's Rodent Control SUV was parked to remove the Rodents at Chicago City Hall on Friday, July 7, 2006. Someone screamed to "let Mayor Daley back out of the cage". A well connected son of an Chicago Alderman said with a sheepish grin, "I am sorry, I was trained to remove Rats, and he looked like one". I have had considered it both an honor and privilege to work with Nick Cerino. Nick just retired on June 30, 2006, after 32 years of honorable service to the City of Chicago Department of Water Management. I have had many a laugh with Nick's sharp wit and an ability to say what he feels. Nick was always a man's man. I respect this good looking Italian that retired with a full head of hair. (How did he pull that off?) Nick has only one regret, he applied for promotions and never had a fair shot. When Chicago Corruption and Clout Superstars are going to finally hit the big screen, great top actors are needed. John Daley, Chairman of the Cook County Board's Finance Committee and brother to Mayor Rich ($$$$$) Daley needed a actor to portray him as close as possible. Long before a sharp eye was put on the Mayor Daley's Scandal ridden Millennium Park, the McDonough children and friends had a protest to bring attention to the wasted money and insider dealings. At a fund raiser, an unknown heckler was joking, "Sell the Bean". It was so funny, I asked other people to join me in the protest. The Mayor Daley Park Security force, (NON-UNION) ordered us to leave to site. Some Park District officials have still not responded to my FOIA on Protest Policies in the Millennium Park.
