Many points of view, from rabid hate to blank acceptance, make the Arizona laws on immigration a point worth investigating. It can be said that Chicago caters to illegal aliens and in return expect the “right vote”. If true, this could be a massive scam that threatens to undermine the laws and rules of fair play in America. Chicago Clout is hosting a few candidates that will provide insight for all of us in the middle. We want to find out what is really in the best interest of America.     The Daley administration was accused Tuesday of purchasing more than $19 million worth of goods and services by “direct voucher” — most without competitive bidding — in violation of state purchasing laws.

    Inspector General Joe Ferguson discovered the unauthorized purchases during an audit of “direct vouchers” paid between Nov. 1, 2006 and October 31, 2007.

    Roughly $14.2 million in vouchers were not exempt from the Illinois Municipal Purchasing Act and involved goods and services that should have been the subject of competitive bidding requirements.

    Another $5.5 million in purchases violated the city’s own internal policy for the use of direct vouchers. There were existing contracts that should have been used, but were not.

    Ferguson’s audit also concluded that the city’s 1996 policy was so “out-dated and ineffective,” it opened the door to waste and mismanagement.

    City Hall responded to the audit by posting direct voucher payments on the internet and strengthening the internal policy.

    From now on, there will be five categories for “pre-approved” direct voucher payments. They include: legal services, such as court reporters and outside counsel; utility bills for electricity, natural gas and telephone service; subscriptions and memberships and postage and other miscellaneous expenses. Financial obligations, such as debt service and intergovernmental payments will also be pre-approved.

    If a direct voucher payment does not fall into one of those categories, it must go to the Department of Procurement Services for review “to determine if the purchase can and should be contracted.”

    “That way, the city may take advantage of its collective purchasing power to engage a competitive bid process,” Chief Procurement Officer Jamie Rhee said in a press release.

    “The result should be lower prices and increased efficiencies, further protecting taxpayers.”

  2. Zoning Inspector Who Admitted Taking Bribes Gets 15 Months

    Chicago – A city zoning inspector who pleaded guilty last year to accepting bribes to push through inspections was sentenced Wednesday to 15 months in federal prison.

    U.S. District Judge Joan Lefkow also ordered William Wellhausen, 52, to pay a fine of $33,500 — the aggregate amount of bribes he admitted to taking over the years.

    The 15-month sentence was what federal prosecutors had sought in the plea agreement, according to U.S. Attorney’s office spokesman Randall Samborn. The defense has asked for a sentence of one year and one day, citing Wellhausen’s cooperation with the government in the ongoing investigation and low risk of recidivism.

    After imposing sentence, Judge Lefkow said that the “corruption problem in the city seems to be endemic,” adding Wellhausen had the “great good fortune” of a career job with the city, which he squandered.

    When Wellhausen pleaded guilty in November 2009, he admitted that for years he pocketed bribes in exchange for pushing through inspections, some of which were falsified.

    In 2007, he took an $8,000 bribe as a tradeoff for dummying up a phony inspection report to make it appear a residential building at 1637-39 West Granville had two pre-existing units in the basement.

    Wellhausen wrote up a false report and took “creative” photos to make it look as if the units were already there, according to his plea deal.

    “For that, I received an envelope of $8,000,” Wellhausen told Judge Lefkow.

    Wellhausen’s plea deal says the owners of the building — Dumitru Curescu and Lavinia Curescu — were willing to pay for his phony work. The bribe was passed from an unnamed individual who was cooperating with the government, according to the plea agreement. The Curescus also were charged.

    Wellhausen also admitted he took bribes in unrelated cases to ignore violations or expedite permit approval. He is the latest in a slew of inspectors and businesspeople caught in Operation Crooked Code, a front by the feds to crack down on bribe-taking out of City Hall.

    Wellhausen has agreed to testify at future trials stemming from the investigation, including the Curescus’ trial.

    Often when Mayor Daley makes the case for what he calls “common sense gun laws,” he stands before a table full of guns seized by Chicago Police.

    The show-and-tell was the same today, when Daley was asked how effective Chicago’s strictest-in-the-nation handgun ban can possibly be when the city’s homicide rate is rising and an off-duty Chicago Police officer was gunned down during an attempted robbery.

    The mayor picked up a rifle from the table and sarcastically told the Chicago Reader reporter, “If I put this up your butt, you’ll find out how effective it is. If we put a round up your, you-know. . . . [Confiscating] this gun saved many lives. It could save your life.”

    Asked about the mayor’s remark later, mayoral press secretary Jacquelyn Heard said Daley was somewhat exasperated because “the person asking the question was missing the point that unrestricted guns are a devastating issue” for Chicago.

    The U.S. Supreme Court is widely expected to overturn the ban, forcing the mayor to come up with a replacement patterned after a similar ordinance in Washington D.C.

  6. This issue with illegal aleins for the less informed is not something new, and Arz. is only trying have the FEDERAL LAW that ARZ’s. so called new law mimics, enforced. Seems strange, no. It seems the President is very ignorant to what is not only right, but lawful, and is hurting the American people especially with these hardened times (no work) with not trying to be more viligant with enforcing the Federal Law prohibiting ILLEGAL’s from crossing our borders. Now we learn that it’s not just the Mexican’s that are crossing the U.S. -Mexican border, but we have actual known terrorists from Iran, Iraq, Aghganastan, and other known terrorist bred countries crossing this same border (Duh, really). I don’t think we as a nation can sit back and allow the president or any other scum bad politcian to for what ever the reason to continue this course??? I wonder how much more the people versus the politicians on many other issues the Feds think we will take. Obviously the silent majority is finally awakening, and with the president (maybe?) realizing he has got to some how get his foot out of his mouth before the people of the United States of America stick our foot up his ass for trying to continue to destroy this country. What part of ILLEAGAL does he not understand is beyond me. Of which while I’m at it (on my horse) what part of Guns DON’T KILL or MAME…. PEOPLE DO!!! Maybe if the young ladies that were attacked by the bat wielding bastard were allowed to carry a gun to protect themselves since the politicians are hell bent on disarming us all, (Especially Daley) they wouldn’t have been attacked in the first place. The news clip with Daley speaking of gun control because one of Chicago’s finest were killed in a hail of gunfire is so F*CKING ridiculous. This fine young soldier did two tours in a war far from our borders, only to come back to fight Daley’s WAR as one of Chicago’s finest and was cut down by the scum he was serving to protect and of course for the freedom of all….and Daley has the balls to to make a mockery (my opinion) that it was the guns that did it….No mention of the parents that that raised these piece’s of sh*t, no mention of the politicians or judges that protect and allow the this scum of the earth to walk amoung us UNARMED law abiding citizens. UNARMED!!! Where was the protection for this returning soldier that died as he did. How is anyone suppose to defend them selves here in this corrupt F*CKING City that has been under his watch (DALEY’s), and has gotten worse since the begining of his rein. The schools are virtual prisons, there is no disipline coming from the parents of these scum bags, and the babies or teens keep having babies…and are then paid for each one…From who? Us!…and guess who decided this wonderful way to raise….to raise future scum bags (most). Lets face it WE’RE ALL in trouble under the guidance and ingnorance of Daley and any politician that stands with him, or thinks the same. Enough of the B*LL SH*T. I find it hard to believe this Mayor, or any of his Disciples are as ignorant as WE are for allowing this perverted thinking of what is lawful and safe for the citizens of this city/country. I worry for my/our children…and the fate of their children… WAKE UP! BTW….isn’t there bigger issues than some of the trivial me, me, me bull sh*t I see here at times??? Dear Tom Plumb, you are so right,I agree with you 100%.When the gun team from the south side raided my home armed with a John Doe warrant and held my family at gun point,I became a victim of the city gun ban,and what made it worst was the fact that I had done a 16 month combat tour in Iraq as a Military Policemen and then getting arrested by a cop named Muhammad,I know that may not be politically correct but I do’nt give a f..k.Also if you come into my country illegally then you should be sent back.
